Notice of the Passing of a Zoning By-law Amendment and Granting of Draft Plan Approval to a Plan of Subdivision
Pursuant to Sections 34 and 51 of the
Planning Act, R.S.O. 1990, c. P.13, as amended
TAKE NOTICE that the Council of The Corporation of the Town of Bradford West Gwillimbury passed Zoning By-law 2026-018 on March 31st 2026 and granted Draft Plan Approval under sections 34 and 51 of the Planning Act, R.S.O. 1990, c. P.13, as amended, in respect of lands municipally known as 2856 Line 6. A key map showing the location of the lands is attached to this notice.
THE PURPOSE AND EFFECT of the proposed Zoning By-law Amendment is to re-zone the subject lands from the “Future Development (FD)” zone to a site specific “Residential Two Exception Hold (R2-2*22(H11))” zone. The purpose and effect of the draft plan of subdivision is to create one (1) block for the entirety of the site. Both applications are intended to facilitate the development of a total of 38 townhouse units.
WRITTEN AND ORAL SUBMISSIONS that were made to the Council before its decision as well as oral submissions relating to the by-law that were made at the public meeting held on February 25, 2025, resulted in the relocation of the access to the site from Milligan Street to Line 6, a reduction in the total number of dwelling units proposed from 41 to 38 units, increased setbacks, a reduction in the proposed building heights, and the reconfiguration of the site layout to mitigate concerns around shadow and privacy impacts to adjacent residential uses.
THE LAST DATE for filing a notice of appeal is April 28th, 2026. Please note that notices may be dropped in the mail slot at 100 Dissette Street, Units 7 and 8, up to the deadline of May 22nd, 2026. The notice of appeal must be filed with:

THE NOTICE OF APPEAL must set out the reasons for the appeal and must be accompanied by the Ontario Land Tribunal form (available from the OLT website at https://olt.gov.on.ca) and fee of $1,100.00 payable to the Minister of Finance.
ANY OF THE FOLLOWING may file an appeal to the tribunal by filing with the clerk (at the address indicated above), a notice of appeal setting out the objection to the decision on the passing of the by-law and or the approval of the draft plan of subdivision and the reasons in support of the objection, accompanied by the fee charged by the Tribunal:
- The applicant.
- A specified person who, before the decision was made, made oral submissions at a public meeting or written submissions to the council.
- A public body that, before the decision was made, made oral submissions at a public meeting or written submissions to the council.
- The registered owner of any land to which the by-law would apply, if, before the by-law was passed, the owner made oral submissions at a public meeting or written submissions to the council.
- The Minister.
The municipality in which the land is located or the planning board in whose planning area the land is located may also choose to file an appeal in relation to the decision on the draft plan of approval only. Additionally, at any time before the approval of the final plan of subdivision, any of the list of permitted public bodies and or persons may appeal any of the conditions of the plan of subdivision to the Tribunal by filing a notice of appeal with the Town Clerk at the address indicated above.
NO PERSON OR PUBLIC BODY shall be added as a party to the hearing of an appeal regarding any changes to the conditions of approval unless the person or public body, before the approval authority made its decision, made oral submissions at a public meeting, if one was held, or written submissions to the approval authority, or made a written request to be notified of the changes to the conditions or, in the Ontario Land Tribunal’s opinion, there are reasonable grounds to add the person or public body as a party.
YOU WILL BE ENTITLED to receive notice of any changes to the conditions of approval of the proposed plan of subdivision if you have made a written request to be notified of changes to the conditions.
NO PERSON OR PUBLIC BODY shall be added as a party to the hearing of the appeal of the decision of the approval authority, including the lapsing provisions or the conditions, unless the person or public body, before the decision of the approval authority, made oral submissions at a public meeting or written submissions to the council, or made a written request to be notified of changes to the conditions or, in the Ontario Land Tribunal’s opinion, there are reasonable grounds to add the person or public body as a party.
