The Ontario Ministry of the Environment and Climate Change (MOECC) implemented a new Municipal Drinking Water Licensing Program as recommended by Justice O’Connor in the Part II Report of the Walkerton Inquiry. The program requires owners of municipal drinking water systems to obtain a licence to operate their systems and to incorporate the concept of quality management into their operations.
A Municipal Drinking Water Licence is an approval to operate the drinking water system. It is issued by the MOECC and is made up of the following five components:
- Drinking Water Works Permit (DWWP): A permit to establish or alter a drinking water system.
- Permit to Take Water (PTTW): A permit to take 50,000 L or more of water per day.
- Operational Plan: A plan prepared in accordance with the Drinking Water Quality Management Standard (DWQMS).
- Accredited Operating Authority: Accreditation is granted after a third party verifies the quality management system meets the requirements of the DWQMS.
- Financial Plan: A long-term strategic plan developed to ensure the financial sustainability of the drinking water system.
BWG continues to meet all requirements of the Municipal Drinking Water Licensing Program.
Our drinking water system holds a valid DWWP, PTTW, an approved operational plan that documents the Town’s QMS and is an accredited operating authority for the Town’s drinking water system. BWG’s financial plan has been approved by Council and submitted to the Ministry of Municipal Affairs and Housing.
