WHAT:
The Town of Bradford West Gwillimbury has awarded North Rock Group Ltd. (“the contractor”) the project referred to as the Reconstruction of Fred Cook Drive, Luxury Avenue, and Kulpin Avenue and will be undertaking the construction on the streets noted below:
WHERE/WHEN:
Construction is planned for Fred Cook Drive, Luxury Avenue, and Kulpin Avenue as shown in the Figure below and work will commence on October 14, 2025, with anticipated completion in Fall 2026. The overall work includes, Watermain lining and lateral replacement, Sanitary sewer and Storm sewer lining, selected Sanitary lateral replacement, curb and sidewalk replacement, additional street lighting and road resurfacing.
The work planned for 2025 includes water service replacement, and the structural lining of the watermian. Sanitary sewers, and Sanitary lateral replacement will occur over the winter months (2025/26). The remaining work is planned to begin in the spring of 2026.

WHAT TO EXPECT BEFORE CONSTRUCTION:
- Work crews will mark the locations of underground utilities, such as gas, water, and hydro so that the construction work does not interfere with these utilities.
- Property owners should remove items located within the Town property limits (boulevard), such as landscaping and or decorative fencing or objects, before work starts. If you have a sprinkler system within the boulevard, please contact the staff listed below.
HOW YOU MAY BE AFFECTED:
General traffic and water supply:
- All roads will remain open throughout the project. There will be traffic detours around construction zones and some delays. Occasionally, we may restrict access to driveways for short periods. This will be to facilitate the road, sidewalk, and curb construction works in front of your home. In these instances, we will work directly with you to facilitate access to your home and parking alternatives.
- There may be a disruption to your water supply. In the event of an extended shut down, we will send out a notice at least 24 hours before the disruption. The contractor will also make contact for any short duration interruptions.
Residents within the construction area:
- WASTE COLLECTION: Waste collection will continue. Please write your house number on your garbage, recycling, and compost bins. This will ensure collection and return to you every week during construction.
- PERMISSION TO ENTER: The project also includes grading and restoration of the boulevard at various properties. Should your property be impacted, you will receive a separate request to grant the Town permission to enter your property to complete the work.
- ACCOMMODATION: Residents who require accommodation (level entry, longer notice, etc.) must contact the staff below to arrange for access during the construction period.
- PARKING: Residents are asked to refrain from parking on the street between 7:00am and 7:00pm to minimize impacts to construction crews. Please park in driveways, or on the adjacent streets.
