Line 8 Improvements from Barrie Street to Sideroad 10 and Sideroad 10 from north of Line 8 to Reagens Industrial Parkway, Municipal Class Environmental Assessment
The Study
Line 8, situated between Barrie Street and Sideroad 10, serves as a major arterial road, facilitating traffic flow and connecting adjacent local and collector roads to Simcoe County Road 10, Simcoe County Road 4, and the future Bradford Bypass. With the Town of Bradford anticipating significant growth, there is a projected increase in traffic congestion and a decline in service levels on Line 8. To address these challenges, and in alignment with the Town’s strategic plan to mitigate congestion, foster employment growth, enhance community and traffic safety, and upgrade existing infrastructure, improvements to Line 8 have been considered.
The Process
The study was conducted in accordance with the planning and design process for ‘Schedule C’ projects, as outlined in the Municipal Engineers Association's Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011, 2015, and 2023), which is approved under the Ontario Environmental Assessment Act. A key component of this study was comprehensive consultation with the public and external agencies. Project details were presented at four Public Information Centres (held in December 2017, May 2019, November 2019, and March 2025), providing stakeholders with opportunities to engage with the Project Team, review proposed alternative solutions, assess environmental impacts, examine evaluation criteria, and discuss potential design options. Additionally, Stakeholder Group Meetings and Technical Advisory Committee Meetings were convened throughout the duration of the study, ensuring that the general public and relevant agencies had multiple opportunities to provide feedback and contribute to the decision-making process.
The Class Environmental Assessment (EA) study has identified the preferred solution for the reconstruction of Line 8 and Sideroad 10, which involves upgrading the corridor to a 4-lane urban cross-section, including intersection improvements and active transportation facilities such as sidewalks and multi-use trails. In accordance with the requirements of the Municipal Class EA, the study findings have been documented in an Environmental Study Report (ESR). The filing of this ESR marks the completion of the project's planning and preliminary design phase. Through this notice, the ESR is formally placed on record for a 30-day public review period, commencing on November 18, 2025, and concluding on December 18, 2025.
