PropelGrowthBWG PILOT Concierge Program
The PropelGrowthBWG Program is a streamlined process for development applications which helps to ensure that high-value, employment-generating projects are approved quickly. The program expedites specific types of residential and employment development proposals by shortening the Planning Act timelines. It also provides guaranteed timelines for planning decisions.
Program Purpose
The purpose is to meet and exceed expectations regarding the Planning Act timelines and those set out by the Province for application processing. PropelGrowthBWG will reduce uncertainty by providing guaranteed application processing and decision timelines for applicable residential and employment development proposals. It will thus make the investment process more predictable.
Three Program Streams
1. Employment - high value, employment-generating developments
2. Residential - medium/high and mixed-use residential projects and MTSA (Major Transit Station Area)
3. Council-Directed Priority Projects
For proposals outside of the Employment and Residential streams, the Council-Directed Priority Projects stream provides an opportunity for developments that provide significant community benefits.
Overview - How the Program Works
The Town of BWG’s Concierge Planning Program offers an expedited, collaborative approval process for select high-priority developments. Applicants may submit an Expression of Interest under one of the three streams above.
Selected proponents will meet with a dedicated program manager to outline requirements, timelines, milestones, and roles in a signed Program Agreement. All developments must still comply with provincial, county, and municipal planning regulations, including public consultation requirements.

Only three active applications will be processed at a time—one per stream, prioritized on a first-come, first-served basis. Program fees are 50% of standard Planning Act application fees, with no refunds unless the Town does not fulfill its obligations.
Participation requires commitment to key milestones. If not met, the project reverts to the regular approval process.
The program will be reviewed by Council after 6 and 12 months to assess the outcomes and determine future continuation.

Expression of Interest |

To gauge interest in the PropelGrowthBWG Concierge Program, applicants must first submit an Expression of Interest. This step helps us understand your proposal and gives you a chance to explore how the program can support your development with clear timelines and community benefits.
Submitting an Expression of Interest is not a commitment, but it shows your intent to participate. There is no fee, but please review all program details in advance to ensure you're ready for the expectations and responsibilities involved.
Investment Readiness Meeting Kick-offAn investment readiness meeting will be scheduled after an expression of interest is submitted to the Town.

The PropelGrowthBWG Concierge program is intended to expedite specific types of residential and employment Planning Act applications and for any Council Directed Priority Projects that provide significant community benefits to the town. By offering guaranteed timelines for planning decisions, the concierge program reduces uncertainty, making the investment process more predictable and attractive. Only 3 concierge program applications will be processed at any given time with preference for one in each stream on a first-come-first-served basis. The Concierge Program is designed to fast-track high-priority developments - like job-generating projects and purpose-built rental housing - through a customer-focused, streamlined process. |
Information about the Concierge Program Agreement |

Participation in the PropelGrowthBWG Concierge Program requires the signing and execution of a formal agreement between the Town and the property owner. This agreement outlines roles, responsibilities, key deadlines, and expectations to support faster approvals and strong collaboration. After the required Pre-consultation meeting, the Program Manager will meet with the applicant and their team to review the process, draft the agreement, and finalize key milestones (Schedule B). Both parties are expected to uphold the terms. While every effort will be made to resolve issues together, failure to meet the agreement may result in removal from the program.
