The Town’s Development Engineering Division oversees and approves all works within the municipal right-of-way as it relates to the installation of new municipal services for water, sanitary and storm connections. If an applicant or property owner wishes to propose and/or upgrade municipal services (i.e. water, sanitary, and storm) available to a property, they must go through the additional connection program.
Examples of reasons to apply through the additional connection program:
- To support an Additional Dwelling Unit (ADU), as required by the Building Division.
- To support an Infill Development where the proposed residence will need to be serviced.
- If an existing residence currently on private services (i.e. well, and septic) requests connection to municipal services (if available).
The Additional Connection Program is for the work solely within the municipal right-of-way and does not include any works within private property. All proposed services, and services that are to be decommissioned are to be included as part of this application. Development Engineering’s review will be solely for work within the municipal right-of-way. The remainder of the works that are located within private property fall under the Building Code and a separate Building Permit Application must be submitted to the Building Division.
Development Engineering requires an engineered design, sealed by a Professional Engineer and should be provided with the application. To aid the engineered design, the applicant or property owner can make a request for the municipal road plan/profile drawing using the Engineering Records Request Form.
Note: The Additional Connection Program approval shall be issued ahead of the Building Permit for the private servicing, and it is strongly encouraged that all works within the municipal right-of-way are completed prior to the commencement of works within private property to insure that invert elevations of the services at the property line (connection point) are known, and adjustments can be made to the building design, if required.

APPLICATION REQUIREMENTS:
- The road plan/profile drawing of Municipal Roadway will need to be requested using the the Engineering Records Request Form.
- An engineered design prepared by a qualified Professional Engineer utilizing the road plan/profile drawing is to prepare drawings that at minimum;
- Identifies the existing municipal mainlines.
- Identifies the existing municipal services and sizes (if applicable).
- Identifies the decommissioning methods of the existing services (if applicable).
- Proposes the installed or upgraded services, size and material along with all appurtenances (i.e. main stop, curb stop, test fitting, etc.).
- Reference to appropriate Town Standard Drawings as per the Town’s Design Criteria Manual.
- Restoration notes are to be provided for all disturbed areas within the municipal right-of-way.
- A cost estimate for the proposed works are to be completed by a qualified professional. This estimate is to include for all works, including all restoration.
- There is a required fee of $800 per service connection that is to be provided with the Application once it has been deemed complete. The fees identified are in accordance with our Fees and Charges By-Law 2024-94 within schedule A on page 29 (or as amended).
OTHER ITEMS TO NOTE:
- Securities are to be provided for the proposed works, and the amount will be determined at a later stage once the design has mainly been accepted by the Town. The required security is equal to 120% of the value of the accepted estimate.
- These securities are held on a temporary basis, with 80% of the securities being returned after acceptance of the above certification letters and as-builts and no sooner than 45 days of the works being completed and upon presentation of a statutory declaration, and WSIB clearance. The remaining 20% is held for a period of 1 year as a maintenance holdback following an final inspection provided by the town and being satisfied, along with confirming that all required / outstanding invoices have been paid.
- The Owner shall be required to retain the services of a Qualified Professional to undertake inspection of the works and the services of a Professional Engineer to provide certification letters and as built drawings.
- The Owner is responsible for all staff time associated with the application approval and site inspection costs by the town. The Owner will be invoiced separately for this time, and is not covered in the application fee that was provided.
- The Owner and contractor will be required to provide Commercial General Liability Insurance providing insurance in the amount no less than $5,000,000 per occurrence with the town being listed as additional insured. The exact terms will be provided closer to the approvals stage.
