Freedom of Information

The Town is responsible for protecting personal information and providing access to information under the Municipal Freedom of Information and Protection of Privacy Act (the Act).

The Act establishes a general right of access to records held by municipal government and local agencies, boards and commissions using these principles:

  • any information held by government should, in general, be available to the public
  • any exemptions from the right of access to information should be limited and specific
  • any decisions relating to access to information can be reviewed by the independent Information and Privacy Commissioner/Ontario
  • any person may make a request for information held by a government institution covered by the Act.

A record may include information in any recorded form, including electronic records and data, subject to the provisions of MFIPPA and its regulations.

Protecting Personal Information

MFIPPA also establishes rules governing the collection, use, disclosure and protection of personal information held by the Town. The Town takes steps to safeguard personal information in its custody or under its control and manages personal information in accordance with applicable legislative requirements.

Before you submit a request, please note that The Town of Bradford is not the recordkeeper for the following:

  • South Simcoe Police Service (SSPS) - You can submit a request to SSPS here

MFIPPA contains specific exemptions and exclusions that may limit access to some records. Examples include certain confidential information, solicitor-client privileged information, draft records and personal information relating to other individuals. The applicable exemptions depend on the circumstances of each request. Specific exemptions are listed in the Municipal Freedom of Information & Protection of Privacy Act.

Please know that only existing records can be disclosed in response to a freedom of information request.  MFIPPA provides a right of access to records in the custody or control of the Town. The Act does not generally require the Town to create a new record to answer a question or provide an analysis that does not already exist.

Before making an FOI request, check whether the information is already publicly available or can be routinely disclosed.

Please note: If you are requesting drawings for a property that you own, these records can be routinely disclosed to you for a fee. Please submit a request to the Building Division.

All requests must be submitted with the non-refundable $5.00 application fee.

Provide as much detail as possible about the records or information you are requesting. This helps staff locate the information you are looking for. If you can, specify the type of information you are looking for such as, the dates for the information you are requesting and the town office or division that may have the information you are requesting. Town staff are available to assist you with the access request process, including clarifying the records you are seeking and, where appropriate, narrowing or refining the scope of your request.

If you are requesting records or information that contain your own personal information, proof of identity must be provided.

If you are acting as an agent on someone else’s behalf, please include the completed application, a signed Agent Authorization as well as a piece of their identification that includes their signature for verification purposes.

  1. We will process your payment and start processing your request.
  2. Staff will review the request and retrieve all related records.
  3. Within the 45 business day general response period we will issue a written decision about your information request.
    1. This will outline any outstanding fees and explain the responsive records that will be released; or
    2. In some cases permitted extensions may apply or staged access plans for certain large/broad requests; the Town will notify the requestor when an extension or staged-access plan applies.
  4. Once payment is received, we will prepare the responsive records and will send them to you.
    Please note: Non-responsive or exempt information may be removed from the record in order to protect the privacy of other individuals.
  5. If you disagree with the decision, you can appeal to the Information and Privacy Commissioners of Ontario.

The Town generally has 45 business days to respond to an access request received on or after July 1, 2026.

In certain circumstances permitted under MFIPPA, the Town may extend the response period. Where an extension applies, the Town will provide the requester with notice of the extension in accordance with the Act.

For certain requests involving a large volume or broad scope of records, the Town may establish a plan to provide access to records in stages, as permitted under MFIPPA. Where a staged access plan applies, the Town will provide the requester with information about the proposed schedule and applicable rights under the Act.

If you are not satisfied with the Town's decision, you may appeal the decision to the Information and Privacy Commissioner of Ontario (IPC) within 30 business days of receiving the decision. You can do so by filing an appeal with the appropriate fee online at www.ipc.on.ca. Alternatively, appeals can be mailed with a cheque or money order payable to “Minister of Finance” to: Registrar, Information and Privacy Commissioner of Ontario, 2 Bloor Street East, Suite 1400, Toronto, ON, M4W 1A8.

Fees for Information Requests

The following fees for general information requests about another individual, a government program or activity are in accordance with the Act.

Additional fees may apply to the processing of an access request in accordance with MFIPPA and its regulations.

Where the estimated fee is more than $25, the Town will provide a fee estimate in accordance with the Act and advise the requester of their right to request a full or partial fee waiver, where applicable.

The processing timeline is paused during the period permitted by MFIPPA while a fee estimate is outstanding, until the applicable fee is paid or waived.
