Background

The Town of Bradford West Gwillimbury has awarded Direct Underground Inc. the Drury Street, Mary Street, Thomas Street, Elizabeth Street, and Holland Court Reconstruction Project.

Project Features

The overall work includes sanitary sewer lining, minor storm sewer modification selected sanitary lateral replacement, watermain replacement, curb and sidewalk replacement, additional street lighting, and road reconstruction.

Where and When

Construction is planned for the following streets, as outlined in the map.

  • Mary Street
  • Thomas Street

The work is scheduled to start the week of August 11th, 2025, with anticipated completion by December 2025. There may be minor restoration work required in the Spring of 2026.

What to Expect Before Construction

Work crews will mark the locations of underground utilities including gas, water, and hydro on the ground using paint and/or flags.

Before the work begins, property owners should remove items located within the Town property (boulevard) limits including landscaping and/or decorative fencing or objects, before the work starts. If you have a sprinkler system within the boulevard, please contact a member of the project team (listed below).

How You May be Affected

General traffic and water supply:

All roads will remain open throughout the project but there will be traffic detours around construction zones which may cause some delays. Occasionally, for short periods of time, we may restrict access to driveways to facilitate road, sidewalk, and curb construction works in front of your home. In these instances, we will work directly with you to facilitate access to your property and provide parking alternatives.

In the event of a planned disruption to your water supply, we will share a notice at least 24 hours before the disruption.

Residents within the construction area:

Waste Collection:

Waste collection will continue as regularly scheduled. Please ensure that your house number is clearly stated on your garbage, recycling, and compost bins to guarantee weekly collection and return throughout construction.

Permission to Enter:

The project will also include grading and restoration of the boulevard at various properties. Should your property be impacted, you will receive a separate request to grant the Town permission to enter your property to complete the necessary works.

Accommodation:

Residents requiring accommodation (level entry, longer notice, etc.) must contact Town staff (listed below) to arrange for access during the construction period.

Parking:

To minimize the impacts to construction, residents are asked to refrain from parking on the street between 7:00 am and 7:00 pm, from Monday to Friday. Please park in driveways and adjacent streets.

When will construction happen?
Work is scheduled to begin the week of August 11, 2025, with anticipated completion by December 2025. Final restoration may continue into Spring 2026.
What should residents expect before construction starts?
Underground utilities will be marked with paint or flags. Property owners should remove any landscaping, decorative fencing, or personal items located within the Town boulevard. If you have a sprinkler system in the boulevard, please contact the project team for guidance.
Will roads be closed?
No full closures are planned. Streets will remain open, but traffic detours may be required around active work zones, which could cause delays.
Will I have access to my driveway?
Yes, but there may be short-term restrictions during underground work, concrete curing, or paving. When curbs and sidewalks are installed, access may be restricted for up to one week. Residents will receive at least 24 hours’ notice before access is interrupted. When driveways are blocked, residents may park on nearby streets (where permitted), in Town lots, or on the construction site outside of working hours (7:00 am–7:00 pm).
Will my driveway or walkway be restored?
Yes. Driveways and walkways will be restored using the same surface material that was there before, except in special circumstances, which will be communicated directly to affected property owners
Will I be able to use the sidewalk?

Yes. You will be able to use your sidewalk, except in special circumstances such as during and just after the construction of sidewalks and which will be communicated directly to affected property owners.

Will public transit service be affected (bus/taxi)?
 No, but it may impose some restrictions for a limited duration during the construction phase as notified by the Town.
Can I have my driveway curb depression extended to widen my driveway?

No. The Town’s Road Use By-law does not permit the modification of an existing curb depression and as such, the existing driveway curb depression cannot be extended to widen your driveway.

Will my water supply be affected?

Yes, there may be temporary water disruptions. Planned service interruptions will be communicated with at least 24 hours’ advance notice. If a temporary water system is used, properties may experience two short interruptions (typically under 30 minutes each) during switchover. These disruptions affect only one property at a time, not the entire street.

Will garbage and recycling still be collected?
Yes. The Town and Contractor will work to maintain regular collection. If your pickup location is blocked, the Contractor will assist in moving bins. To ensure bins are returned correctly, please clearly mark them with your house number.
Will the Town need access to my property?

Some boulevard grading and restoration may require access. If your property is affected, you will receive a Permission to Enter request.

What if I need special accommodation?

If you require accommodation such as level entry or additional notice to prepare, please contact Town staff or Contract Administrator in advance so arrangements can be made.

What happens to boulevards after construction?
Boulevards and grass areas will be restored with topsoil and sod. The Contractor will water and maintain the sod for 60 days. Residents are asked to assist with watering to encourage growth. After 60 days, ongoing maintenance becomes the property owner’s responsibility. Watering restrictions do not apply to new sod
What if my landline or internet service is disrupted?

If your service is interrupted, please contact your service provider directly and then notify the Town Project Manager or Contract Administrator with necessary information as needed. The Contractor will contact the provider, as needed Project Manager or Contract Administrator details are listed on your construction notice.

 

Why are Bell or Rogers wires on my lawn?
During construction, Bell and Rogers lines may be cut. Technicians often leave replacement wires on the surface temporarily to avoid repeated damage. Once heavy work is complete, the wires will be reburied. If this is not done within four weeks of construction completion, contact your service provider.
Will mail delivery be affected?

Yes, Canada Post may temporarily relocate mailboxes during construction. Residents will be notified of new pickup locations and when mailboxes are moved back.

Can I park on the street during construction?
Residents are asked not to park on the street between 7:00 am and 7:00 pm, Monday to Friday to reduce disruption. Please use your driveway or nearby streets and parking lots.
Will traffic be impacted?
Yes. Traffic detours and lane reductions will be in place around active construction zones. Please allow extra time and follow posted signage and flag persons.
What are the working hours for construction?

Typical working hours are Monday to Friday, 7:00 am to 7:00 pm. Some underground utility or intersection work may occur overnight or on weekends to keep the project on schedule.

What should I do about vibration during construction?

The use of heavy equipment may cause vibration. Please protect valuables in your home that may be susceptible to damage.

Will I have access to my driveway during paving?

During paving operations, driveway access will be temporarily restricted. If you need your vehicle, please move it out by 7:00 am on paving days. Driveways are typically inaccessible for one working day per placement. Residents will receive at least 24 hours’ notice before paving begins.

What happens if issues are found after construction?

All Town reconstruction projects include a two-year warranty beginning at substantial completion. After construction, the Town Project Manager will inspect the site and record any deficiencies for the Contractor to correct. A second inspection will take place just before the warranty expires. If you notice a deficiency within the first year, please contact the Contract Administrator.

Project Updates 

 August 20, 2025 - Planned Water Shutdown

As part of the Drury Street – Mary Street – Thomas Street – Elizabeth Street – Holland Court Reconstruction Project, a planned water shut down will take place to support the safe installation of a new watermain separation valve.

When:
Friday, August 22, 2025
11:00 pm to 6:00 am (overnight)
Please note: Work is weather dependent and may be delayed in the event of inclement weather.

Where:

The following addresses will be affected:

  • Holland Street: 1, 5, 9, 11, 21, 23, 26, 29, 30, 37, 38, 47, 54, 57, 60, 61, 64, 65

  • Holland Court: 100, 200

Why:
This shut down is required to facilitate the replacement of the existing watermain and the installation of a separation valve on Drury Street near Holland Street.

September 4, 2025 - Planned Water Shutdown

As part of the Drury St.-Mary St.-Thomas St.-Elizabeth St.-Holland Crt. Reconstruction Project, the watermain is being replaced. To facilitate the new watermain construction, areas of the existing water will require to isolated and separated in specific locations to allow for the safe installation of the new watermain. The work that will take place on Drury St. near Holland St., will be the installation of a separation valve.

 

When:

Friday September 5, 2025, at 1:00 pm-6:00 pm. All work is weather-dependent.

 

Where:

September 13, 2025 - Planned Water Shutdown

As part of the Drury St.-Mary St.-Thomas St.-Elizabeth St.-Holland Crt. Reconstruction Project, the watermain has been installed and commissioned, and is now ready to be connected. At this time, connections will be made to 64 Holland Street, and 100 Holland Court. The connection to 200 Holland Court will take place at a future date, and a notice will be distributed to inform you of the time.


To facilitate the connections the water to the addresses listed below will require to be shut off to allow for the safe connection to the new watermain.

 

When:

Saturday, September 13, 2025, from 12:00 to 5:00pm. All work is weather dependent.

 

Where:

The following addresses will be affected: 

  • Holland Street: 64
  • Holland Court: 100, 200

September 28 - Planned Water Shutdown

As part of the Drury St.–Mary St.–Thomas St.–Elizabeth St.–Holland Crt. Reconstruction Project, the watermain has been installed, commissioned and is now ready to connect too. At this time the connections will be made to 200 Holland Court as well as the final main connection to the existing watermain at Holland Street.

To facilitate the work, the water to the addresses listed below will require to be shut off to allow for the safe connection to the new watermain.

When: Sunday September 28, 2025, at 9:00am-3:00pm. All work is weather dependent.

Holland Court: 100, 200

Additional Information: This work falls under the General Exemptions of the Noise By-law 3.1.(B). Which states that this By-law does not apply where the Town, its servants, employees, contractors or agents are carrying out Town operations or operating, maintaining or installing municipally-owned infrastructure, facilities or the like, except for the detonation of explosives.
