Notice of Public Meeting for Proposed Official Plan & Zoning By-Law Amendment & Draft Plan of Subdivision

Pursuant to Sections 17, 22, 34 and 51 of the Planning Act, R.S.O. 1990, c. P.13, as amended

​Take notice that the Council of The Corporation of the Town of Bradford West Gwillimbury will be holding a public meeting on Tuesday, November 23, 2021 at 7:00 pm to consider the proposal.  The Council meeting will be streamed live on the Town’s YouTube channel at www.youtube.com/c/TownofBradfordWestGwillimbury.  Please note that there may be more than one public meeting and that the matter will be dealt with in the order that it appears on the agenda.

The Town of Bradford West Gwillimbury is in receipt of applications for Amendments to the Town’s Official Plan and Zoning By-law, and for Draft Plan of Subdivision Approval for a Vacant Land Condominium that would facilitate the development of a multi block rural industrial/commercial plan of subdivision, as a vacant land condominium.  A key map showing the location of the lands is attached.

The purpose and effect of the proposed amendment to the Town’s Official Plan is to establish a Special Policy Area to establish a Rural Employment Area on the subject lands, to recognize existing permitted land uses, to expand permission for additional rural industrial and commercial uses, and to expand the land area to which such permissions would apply. The purpose and effect of the proposed amendment to the Town’s Zoning By-law would be to amend the zoning of lands from the “Environmental Protection (EP)” Zone, the “Agricultural (A)” Zone and the “Agricultural Exception (A*17)” Zone to the “Rural Employment (M3)” Zone, “Highway Commercial (C3)” Zone and the “Open Space (OS)” Zone, to implement the proposed Special Policy Area in the Town’s Zoning By-law.

The proposed Draft Plan of Subdivision for Vacant Land Condominium proposes the division of the subject lands into five (5) blocks (within the Town of Bradford West Gwillimbury), with one (1) of those blocks to be devoted to stormwater management and the remaining four (4) blocks to be devoted to development with industrial and commercial uses. The four (4) blocks proposed for development would be accessed by a 30-metre wide right-of-way intersecting with Highway 9, and/or a 20-metre private right-of-way parallel with Highway 9. The proposed 20-metre wide right-of-way would project to the west into parcels of land within the Town of New Tecumseth, wherein six (6) additional blocks are proposed to be created for development.

Related applications for Official Plan Amendment, Zoning By-law Amendment and for Draft Plan of Condominium have also been filed with the Town of New Tecumseth, under File Numbers “DEV 402” and “NT-CD-2101”.

The purpose of the meeting is to inform the public of the nature of the proposal, invite public input, and answer questions regarding the applications.

If you wish to be notified of Council’s decision regarding the proposed Official Plan and Zoning By-law amendments and Draft Plan of Subdivision, you must submit a written request to Thomas Dysart, at the address shown in the paragraph above.

If a person or public body would otherwise have an ability to appeal the decision of the Town of Bradford West Gwillimbury to the Ontario Land Tribunal but does not make oral submissions at a public meeting or make written submissions to the Town of Bradford West Gwillimbury before the proposed Official Plan Amendment is adopted or the proposed Zoning By-law Amendment is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at the public meeting or make written submissions to the Town of Bradford West Gwillimbury in respect of the proposed Plan of subdivision before the approval authority gives or refuses to give approval to the Draft Plan of Subdivision, the person or public body is not entitled to appeal the decision of Council for the Town of Bradford West Gwillimbury to the Local Planning Appeal Tribunal.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Town of Bradford West Gwillimbury before the proposed Official Plan Amendment is adopted or the proposed Zoning By-law Amendment is passed or, in respect of the proposed Plan of Subdivision before the approval authority gives or refuses to give approval to the Draft Plan of Subdivision, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal (OLT) unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
