Municipal Class Environmental Assessment - Notice of Study Commencement
The Town of Bradford West Gwillimbury is planning the revitalization of Bradford’s downtown area in accordance with the 2021 Official Plan. The existing water distribution, sanitary collection and stormwater collection systems in the Holland Street corridor east of Professor Day Drive and including Dissette Street, need to be evaluated to determine if upgrades due to condition and capacity are required to reliably service the anticipated population and employment growth in the next 30 years. An ultimate servicing strategy needs to be developed with a phased and flexible implementation plan. The servicing strategy should recommend cost-effective improvements and be financially sustainable for the municipality and taxpayers. The servicing strategy and implementation plan must include mitigating measures to minimize the impacts of the required underground infrastructure work on existing businesses and residents.
The Holland Street Servicing Strategy will be developed under the MEA Municipal Class EA process for Master Plans. In applying the Master Plan process, the Holland Street Servicing Strategy will proceed through the first two phases of the Municipal Class EA process. The Class EA process will address the following:
the existing condition and capacity of the service infrastructure along Holland Street and Dissette Street;
- the servicing needs to accommodate planned growth associated with the Downtown Revitalization Strategy;
- alternative solutions to implement water, wastewater and stormwater service improvements;
- the location, extent and sensitivity of the existing environments within the area;
- the potential impacts of each alternative to the noted environments and possible mitigating measures;
- public and agency consultation and participation; and
- an assessment and evaluation of the alternatives culminating in a preferred servicing solution.
Purpose of Notice
The purpose of this notice is to invite public/agency input and comment early in the study such that they can be incorporated into the planning and overall study design. Comments should be directed to the Town and/or Consultant as noted below. A further opportunity for public input and comment will be provided at a Public Information Centre to be held virtually in the upcoming months, during which the various alternative solutions and their assessment will be presented. Further details with respect to the Public Information Centre will be provided closer to the date.
